Their headquarters are in Pueblo Colorado
They work internationally but predominately in the US with offices in most major cities
They don't seem to be involved in any illegal activity beyond what might be described as stalking and breaking and entering.
Their organization dates back to probably the 50s or so
It is thought they might be some weird left over department of an abandoned government division, perhaps the FBI or NSA. In other words, the division was defunded but for whatever reason their department continued to be funded and they have just kept working.
They seem to mostly recruit from homeless populations, homeless vets, teen runaways
Once your organization attempted to do some arms dealings with them but they wanted to pay with old government bonds
On a few occasions your organizations tried to purchase information from them but found the whole experience to be bogged down in "red tape" and bureaucracy. They wanted receipts for everything, they had forms they wanted filled out in triplicate. In the end they produced just an overwhelming amount of information on several targets but the it was too much to shift through and mostly mundane. It was noticed they had an interest in psychological information though.
The reports they produced were also weirdly filled with their own notes on what they were doing at the time while observing and collecting information on the targets.
They appear to have three separate groups within their group: Report Writing, Processing, Archival
They operate on a schedule that mostly corresponds to regular working hours and aren't known to work nights.
Nothing they have collected seems to go anywhere. Your organization knows of instances where they have collected evidence against your organization and in some cases directly witnessed things, but for whatever they did with the information nothing ever came up of. They are mostly thought then to be benign and no trouble has ever come from them.
Your group has never been asked/hired/or anything else to ever perform any job against them either.
Your boss's predecessor referred to them being some sort of Bureaucratic Ghost of no consequence and there hasn't been much thought or concern about them ever since.
None of the other divisions of your organization has ever reported any issues with such a group.
