These would have most likely been originally put together before the start of the game while still being thought about. I cut out a few things like the huge list of places with no descriptions and a large selection of guns which I hadn't done R10 stats for yet. The timeline at the bottom is kind of fun to look at and see what I was thinking the future held.
Locations
1st City
1st City is home of Stasis Tomb #XXX. The city itself is comprised of two main areas. The city proper itself is sectioned off via a large wall made from Dura-Firm Housing wall units and features automated machine gun turrets. The second area is sort of an ad hoc city that has sprouted up on its outskirts and relies on the city proper for protection. The stasis tomb there is comprised of hand selected individuals for the most part and a large number of lower level and a few higher level ESP scientists as well. They are snide individuals and look down on everyone for the most part. They also employ the use of servants who are unpaid and lesser citizens but are slowly taught things and afforded the same protection as citizens.
They are lead by 1st Citizen who heads their council of 20 individuals named in similar fashion.
Ah Pook
Ah Pook is a terrible place. Stasis Tomb #XXX. It opened too early after the computer misinterpreted a surge signal. The residents beat their way out of the tomb to find themselves a bit stuck in the middle of nowhere. The computer kept the supplies for the most part locked down and they literally using rocks and what tools they could make and find smashed apart the doors and walls to retrieve everything. The tomb itself was well stocked and contained the supplies for the Twin Mothers Facility as well. The residents began setting up their homes on the cliff face surrounding the entrance to the Tomb and scavenged what they could to survive. They hunt now in roughly a 15 mile area around the Tomb. On occasion they will trek as far as the Twin Mothers to take people from the box cars and either attempt to integrate them or sacrifice them to their god Ah Pook. They still continue to beat apart their facility searching it, though in many ways this has become something of a ritual habit.
Their god, Ah Pook, is a small dynamo and rechargeable battery that is linked to a tape machine and small speaker from a radio playing a French language tape. The entire thing is housed on a RadioFlyer Wagon they wheel into a small foyer area. The tape machine was built by Nick who escaped from the Sleeper Base. It was his attempt to show them how to use parts they had collected. Before Ah Pook existed for them though he existed in their minds. The endlessly looping tape now tells them to do what they have always done, to destroy the facility piece by piece until only dust is left of it.
They have no real leader though each person gets instructions from time to time after trancing out on the tape machine.
For weapons they are using compressed pulse canisters to fire salvaged bits of rebar. A few citizens here also wield flame throwers. They have a fairly large deposit of diesel housed in a storage room on the cliffs. Originally intended to run the generators stored in the facility. Ah Pook is the most complete of the Stasis Tombs as far as it’s inventory goes as it contained goods for survival and rebuilding, though now largely destroyed.
Boulder
Not much at all is left of Boulder except for the Boulder Dome.
Capitol City
Capitol City is one of three surviving TZORG Company city projects and the last one built. Unlike the other ones it was built largely from scratch and incorporated none of the existing buildings at the location. According to design notes and plans it was to be built at Albuquerque but that was simply a ploy. Empty trucks came and went from there while the real work was being done here.
The Wall surrounding the city is comprised of a TZORG Self Repair Assimilation and Replication Node (RARN) that has gone a bit wild. It functions separate from the main AI though the two are tied in together and the AI does control it. The RARN only knows how to build itself a wall and lightly defend itself, mostly by throwing down pieces and grabbing people and making them into part of the wall as well. If the AI did not control some aspects of it it would soon assimilate the city. Depending on how much of the city and what information is available it could attempt to repair itself into being the city as well.
The city is fully automated and people are tasked with jobs though mostly just to give them something to do. Their whereabouts are monitored constantly and there are check in periods spread over 24 hours for each citizen. Citizens must report to the Citizen Tracking Office at their assigned time or a social demerit is issued. Any citizen receiving 5 demerits is sent to Social Rehabilitation until such time the AI decided they are reformed. A small glitch several years ago led to those in detention receiving further demerits for not having checked in in time. This led to their constant detention. This also caused a surge in the underground resistance movement who continue to exploit this problem for their cause. They are however largely unaware that this was a simple glitch.
John Harris, who now works at a small burger stand but was once a computer engeneer tasked with the job of general AI maintenance spotted the glitch and convinced the AI to correct itself. The AI rewarded Harris with an easier job. His security access was revoked as well. Harris attempted to on several occassions to enter the main building to see the AI only to be issued demerits for doing so. He has since given up but the AI still views him as a dangerous citizen and he is constantly monitored and escorted to and from work.
Upon entering Humans are given an evaluation test to determine their abilities and what job would be best suited to them. They are then assigned to an apartment and check in time.

East Coast Notes
East Coast area had no many direct hit massive attacks as other areas did. East grew into what almost amounts to one single large metropolis with travel from up and down it pretty much possible without even leaving a “city” type of setting. [maintain but scratch some of this, some open areas needed] lack of direct large scale hits possibly due to sides trying to maintain some semblance of the infrastructure in tact should they win. mostly now just looks like chewed up a chewed up war zone with constant fighting still (most of the troop to troop fighting in disputed central area) Areas are mixed architecture. much more dura-firm housing, but now most of that is destroyedish. lots of cement barriers put up, some on top of old ones, some torn down, just basically used all the time to block areas and such as the fighting moved with old ones never really being taken down.

ECI
The Commonwealth
(being the older name still in popular circulation) and Federated Commonwealth are the same governing group. Originally comprised of collapsed local governments/organizations/corporations, the FC is now made up of 5 separate and independent city state type of groups which have all agreed to work together while maintaining their independence. They very very seldomly have actual shooting/fighting battles/wars amongst themselves instead working out any differences they might have through their representatives at meetings. All have agreed on a certain level of common laws. There is very little interest in expansion of their territory as a whole or as an individual city state area and their general large boarder is agreed upon. They maintain jointly very strict control over their general surrounding border. And are constantly at odds with the United Civics Council.
The United Federated Commonwealth is an agreed upon shared percentage of the Commonwealth. (Sort of like the U.N. army in a way) Most people found working border patrols and such for the common border are supplied through this United Federated Commonwealth, and these people as individuals are members of as well as being members/citizens of their particular city state area. Loyalty is most likely first to their particular area, but may very on the person. the idea of a United Federated Commonwealth (all of them functioning as one whole instead of separate but together) is gaining popularity and most likely the way things will go. They also allow very little to be brought in from outside their area, making smuggling a must for traders wishing to operate on both sides of the border. Travel (so long as the person seems to not be military or governmental) is allowed. People are checked though and goods thought to be brought in for trading/sell or taking out for trading/selling are confiscated.
United Civics Council
- about as close to what we have today for government as their is. Reps are “voted” for (now most elections are rather corrupt but most people know that) and their is a general amount of apathy that keeps the incumbents in power where most voting turns outs are just very low or those that do bother just re-elect whoever is already there. A single larger body of reps meet to make large sweeping decisions for the areas and their power and influence has been increasing greatly with most “local” level reps not even caring so long as they are living ok and doing fine. Overall there is a slightly increasing dissatisfaction with the UCC among the common people but not enough to seriously do anything outside of grumble and complain. Their have been periods of revolt or coups but with uncertainty and an inability to replace the existing structure with anything, most who were in power end up being put back in power. Kind of a, “Well they have experience running things.” Things have been usually better for a time after these and then fall back into their usual routine.
R1
- is sort of both a company and a separate governing body. Originally started as a small intercept building company to compete with G-Mech they grew out to embrace a number of different tasks including running shipments and courier jobs, building/designing interceptors also branched into building and designing air units, weapon systems, and even some common items such as showers and even branching in the medical field. As R1’s resources grew they began swallowing up smaller companies or simply hiring all the experts they could find in their field of current interest. Eventually declared themselves “independent” but and signed on with the UCC as a primary support supplier and have a “seat” on the council though it is really just for show and they hold zero power on it. The founder of R1 however from the start wanted to replace the UCC, but not with R1 but rather with no system where each area could simply survive on its own without the need for the Council or any other group to be involved. (note: as close as R1 founder might sound he was not an anarchist by any means) The plan to “overthrow” the UCC was not to be a military or fighting overthrow but to simply supply enough goods that would make the UCC irrelevant. Constant fighting though has worn down R1’s ability to really function as a company and produce goods.
R1 gets along in a snide way with the UCC and very well with Legion. The Commonwealth would like nothing more than to see the UCC go away and would be quite happy if R1 replaced them. R1 members though have little interest in “ruling” anything. Some R1 “employees” are also members of Legion. Even fewer are R1, Legion, and ECI. (Drez holds status as all three as well as an honorary seat in the UCC though he has never attended a single meeting himself)
R1 fighting theory is more or less to strike as hard as one can with the least amount of people and effort. Uses a lot of guerrilla war tactics, their experience with automated weaponry and stealth delivery systems. Some of this was formed originally out of necessity since they were a corporation in the UCC they couldn’t exactly maintain a standing army so found ways to increase their power or rather their delivery of power
while still giving the appearance of having a standard allowed security force size.
Legion (legion was formed before R1) - was formed out of the UCC and partially out of the Commonwealth to serve as a sort of third party army to keep both sides in check. Though high ranking Legion members have a strong hatred for the UCC they are/were predominantly funded by the UCC and maintained more loyalty to them than to the Commonwealth. Legion now mostly supports and fights along side the UCC against the Crux and other gangs in the area. Overall Legion troops are considered better trained and supplied than UCC troops. Where UCC commanders are in general pompous and lazy, Legion commanders often fight directly in the field and are in many ways more comfortable as soldiers than as commanders, assuming that everyone in Legion knows what to do and is actually doing it. Legion recently began re-training many of their troops to fight in teams of two and three after taking note of how well R1/ECI held out in some areas against very large forces with only handfuls of people. Legion troops do tend to fight smart rather than just fight with brute force as the UCC does. But Legion actually is the also some of the best armed troops in the area just short of R1.
ECI
is not a governing body so much as they are/were a state/company funded gang. Members are viewed as crude but their skill is recognized and respected. Some ECI members are or were military/security for other groups while others came straight in as Sys-Ops (this is an intentional misspelling and officially for stands Sanctioned Operator not Systems Operator) Old intercept drivers and crew will often still use the term SOP. So Sys-Op is like a slang that became official. To say ECI members who were members of other organizations were corrupt isn’t quite correct. Many of them did pick and take extra supplies whenever they could but they did it more out of an idea of survival later on should the shit hit the fan. ECI/R1 members were already entrenched in the idea of supply drops areas and depots to fall back to and simply saw it as a needed tactic for ECI as well. With R1 already laundering weapons they had easy access to these guns which were more or less already lost in a system of paperwork or on paper didn’t exist so they simply moved them in areas deep in the wasteland.
R1 -
made a switch from standard issued pulse rifle to the Sternmyer X4
They had already long ago purchased rights to produce this version which was a high rated civilian model at best at the time but after an accidental break through which turned out incredibly high velocity rounds they engineered them for this less popular rifle model. this might have been their main ace in the hole for why they survived for so long. The X4 was cheaper and faster to produce and with ammo specifically keyed for it that they kept a tight lid on about its development gave them a small enough upper hand for awhile. --Consequently some of those fleeing ECI have X4’s and rounds for it but there is very very limited ammo past GZ for it. (what you have it what you have)
Crux/UCC -
maintains the 5 burst pulse rifle as their standard issued rifle and previous to that the single shot/shotgun version
Tech Level Notes: mostly its very similar however some differences are notable. war in this area has never really stopped. the Crux maintains underground production plants still that are capable to turning out arms and ammo however gone now seem to be the days of the larger systems. any mechs/artificial soldiers/engagement platforms etc that are still around are almost impossible to fully maintain and can’t be replaced once they are gone. these are used rather sparingly for the most part now. The Crux has started to attempt to repair and rebuild planes and helicopters but this is a very limited scale.
R1 made attempts at pushing technology but never quite lived up to similar tzorg produced items though in some cases they came close.
UCC -
outlawed the use and production of artificial people early on. some companies developed prototypes in secret hoping that if they could perfect their stability the ban would be lifted and they would have a head start. a few late models made it out heavily built to replicate a human look for field testing. Where the UCC turned their back quickly on AP units R1 continued as late as they could to approach the problems and solve them however they actually only built a few hundred percent working models but have quite a bit of theory and design experience under their belt. The Crux fully embraced the use of AP’s and turned out some of the most dangerous models second only perhaps to those built late in the start of the wars by _____ and _______.
R1 was more focused on a single AI unit controlling multiple AP units, basically creating a one brain many bodies type of thing. R1 was also interested in the Tzorg work of turning over control of everything to AI units though some in R1 complained heavily and enough to at least retard experiments in these areas.

--basic “battle bot” type of units little more than automated sentry units. limited friendly recognition. generally released in an area and then left alone as they tended to shoot at everything.
--the “shrunk down mech” these were based on their larger mech counter parts. fully robotic but more human sized and of varying degrees of self aware. To keep up reaction times combat programing was generally limited leading to twitchy/stability problems. were likely to turn on friendlies.
--organic models -with the capacity to clone came the organic models. “more human than human” approach.
--organic supplemented models - why make a human AP when you can make a human AP better. mostly organic but synthesized parts for added strength. Worked well in gassed out areas as these AP’s didn’t actually need or have “vitals” some crossover exists but with decentralized hearts. smaller lungs with compression abilities. brains were often moved into other areas of the body.
--organic mechanic - if your going to move the “brain” just give it internal sensors and render the entire head basically for show. built in motion trackers/heat detectors/radar
in some ways were less costly and easier to make.
--artificial (synthetic)-- looked real, felt real, might be missing certain parts, but inside was basically responsive “goo” nothing “real” about them.
--hybrids - of course then various versions of crossovers appeared of all types.
of course as war patterns shifted so did the AP’s and eventually due to resources basic mobile sentry gun units came back into style. ie: if the enemy was using some particularly destructive to organic or synthetic models than more mechanical units became poplar. if emp’s and things were then back to being used synthetics came back into wide spread use. in some ways synthetic-mechanic were the most destructive and hardest to stop with fire retardant real looking skins, mynomar ultra responding fiber muscles, heavy armor plating, decentralized “brains,” various sensor units and lots of “goo” in between these could be fiercely difficult to stop. a few very versions of these further contained back up actuators and pneumatic like muscle systems even the use of synthetic corrosives did not fully stop them.
Artificial housing took off far more in the southern areas than the northern areas and with the room developed up small plasti-firm walled in townships plopping them down on after the other side by side. these areas still do exist and the walls have often been replaced with cement barriers...as the plasit-firm was never quite meant to live up to lots of gunfire though is still surprisingly resistant in a cracks and splits sort of way. many of these make up areas of the UCC.

2024 Free Republic of Oil States emerge and fail. Largely made up of private security firms and locally funded. Alaska leaves the union. First true fully automated combat bots appear on the battle field. AI researchers declare victory, skepticism ensues. The “SuperNet” Emerges.
2021 - “Terrorists” launch a series of biological attacks across towns and cities in the mid-west. US Government steps in with vaccinations. Some faith is restored in governments ability.
2020 - Large biological attack sweeps through New York subway system during rush hour. US Gov. falters a bit in public opinion. Generally marked as the start of the fall for the US Gov. Us Gov. goes launches attack against China in retaliation. United Korea launches a failed retaliation targeting the West Coast. Missiles fail to reach their destination landing just off the coast. Missile Defense System fails to intercept any of them.
2018 Private Security Wars begin - Competition is good for the market. Internet crashes again and US Government once again restores it. Glitches in dates are rampant this time however. Hacking culture runs wild with speculation. Mass arrests begin against cyber terrorists. Hundreds are taken in at a time, media reports indicate these groups would launch coordinated attacks out of warehouses. Underground many realized those being arrested did not actually know each other much less work in a building together. By the end of 2018 cyber-warfare has reached an all time high. hacker base truly organizes together, arrests continue, citizens are advised to only use the net if they must. online purchases fall to the single digits.
2017 Border tensions reach an all time breaking point. Border War begins which is a series of small skirmishes up and down the Mexican/American border.
2015 ESP project shifts its focus away from being a global effort. Funding substantially increases for it as well as AI development. First stasis tests begin by the end of the year. All still appears relatively well. ESP project maintains a global community message with the promise of thrills and adventure on a distant planet. Science fiction explodes across the pop culture. Internet nearly goes offline but the US Government steps in and restores it.
2013 Private Security firms begin to become the first choice for security. People turn more to their companies to supply protection for their neighborhoods.
2012 Series of world wide “terrorists” strikes begin. Attacks are large scale in design. Rumors begin to surface that many of the reports from previous years which were denounced as increased gang activity were in fact actually terrorist activities.
2011 Agencies see a substantial increase in violent crimes.
